Groups suggest aspects to consider, including upskilling, for civil servants

RETAINING the pension scheme for law enforcement agencies like the Armed Forces is crucial because of their short service periods, says Johor Youth Council deputy president Mohammad Alif A. Rahim.

He explained that Armed Forces personnel only served a maximum of 21 years and thus, relying solely on Employees Provident Fund (EPF) savings upon retirement would not be enough.

“The introduction of EPF savings for future civil servants is a great idea, as it is similar to what is offered in the private sector.

“This would not only save on future government expenses but also allow for the allocation of funds towards future development and amenities.

“It is also important to ensure that Armed Forces personnel are protected under the Social Security Organisation (Socso),” he said.

Mohd Alif also proposed that the introduction of EPF savings be expanded to future MPs and assemblymen in order to streamline all pension schemes in the country.

In addition, Xiang Lian Youth Association (Kulai) deputy chairman Chua Jian Boon pointed out the need for the government to upskill civil servants while improving their welfare protection.Chua calls for civil servants’ upskilling alongside the proposed pension reforms.

“The pension and welfare benefits are the main attraction for Malaysians who seek employment in the civil service.

“I believe the government could save money by replacing the pension scheme while simultaneously enhancing welfare benefits and competitiveness,” he said, adding that operational costs could also be reduced by merging departments through digitalisation.

The saved funds could then be used for upskilling programmes for civil servants, he enthused.

Chua drew attention to the Singapore civil service where productivity and skills were monitored and employee welfare was protected.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi had earlier announced a proposed new pension scheme for civil service employees.

Under the proposal, new civil servants would contribute to retirement schemes like the EPF and Socso.

However, Prime Minister Datuk Seri Anwar Ibrahim then said that the new pension scheme was still at the proposal stage and no decision had been made.
